The conditions of use determine the degree of exposure and the likelihood of adverse effects. 4 The scope for control of risks depends on a knowledge of likely adverse effects and the availability of technical and managerial means for reducing exposure. 5 The relationships between the employee, his employer, suppliers, expert advisers and the regulatory authorities determine the effectiveness with which toxic risks are identified and control measures implemented.
